Barbara Boirond, MPH

Barbara A. Boirond, MPH, is a Presidential Management Fellow (PMF) in the Office of the Associate Director (OAD) within the Healthcare Delivery Research Program (HDRP). Mentored primarily by Annie Sampson, MSc, she will be working Dr. Roxanne Jensen on a SEER-MHOS project that will analyze key healthcare variables prior to public release namely among emergency department visits and hospitalizations. As she progresses in her PMF rotation within HDRP, she will be working on other projects within OAD including contracts/budget, communications, and more.

Barbara is a U.S. Army Veteran with training in epidemiology, system analysis, and healthcare policy & management. She also has extensive experience in project management and implementation. Given her program coordinator experience in public health financial management, her data-oriented skills are reflected in the roles and positions she has maintained over the years. In her most recent PMF rotation at the NIH, she worked at the Clinical Center Office of the Director, collaborating with the Patience Safety and Clinical Quality Officer to analyze over 1,000 data points from the Safety Tracking and Reporting System (STARS) from 2018 to 2024. This work involved data mining which lends itself to in-depth quantitative and qualitative analyses such as investigating recurring issues related to admissions, identifying demographic-specific trends, as well as cleaning, encoding, and analyzing data points to ensure accuracy and consistency. Other PMF rotations included working at the Office of Financial Resource Management (Clinical Center) and the NCI/OD.

Barbara has cultivated her training in public health while at New York University Langone Health where she was an Emergency Medicine Public Health Fellow who advocated on behalf of uninsured patients by navigating private and state-funding insurance policy coverage in diverse Brooklyn and Manhattan populations. She has also worked at the VA Harbor Healthcare System in New York as an Administrative Student Fellow by consulting in daily hospital operations for the emergency department which resulted in an increase of 20% efficiency and readiness of the medical staff, ensuring compliance of mandatory annual training and certifications.

Barbara earned her BA in Psychology (minor in Chemistry) from New York University in 2021, and her MPH in Public Health Policy & Management from New York University in 2023.
